A man and woman were fatally shot Thursday afternoon inside an East Village high-rise apartment building, police said. The year-old woman was a resident of the building, homicide Lt. Andra Brown said in a news release Thursday night. Detectives were attempting to identify the man, who was not a resident. Shortly after the slayings, patrol officers detained another resident of the building, who had called and reported the shooting, while he drove on a nearby freeway with his 5-year-old daughter, according to Brown.
Officers detained him for questioning and took the girl into protective custody. Brown said the girl had been in the Spire building, but would not say how the detained driver and the two victims were connected.
Police responded to the building after the man who was later detained called and reported the shooting about p. Spire resident Bernardo Bustamante said he and his family were walking to an elevator inside the building when he passed a fellow resident who asked if he had heard the sound of six gunshots.
Bustamante said he thought it was construction work. Bustamante and his family walked out of the elevator to find several officers in the lobby with long rifles, he said. They guided the family out of the building. There are several layers of security to enter the building, according to Bustamante, who said residents have to show a key at the entrance, then use the key to operate the elevator.
Patrol officers spotted the vehicle of the resident who called in the shooting about p. Officers followed the car onto state Route 15 before the driver, without being prompted to do so, pulled over and put his hands out of the window in the City Heights area. Police radio traffic indicated officers took the driver into custody just before p. Officers taped off the entrance to the high-rise complex and shut down Island Avenue between 14th and 15th streets.
Officers briefly shut down all northbound lanes of the 15 near the split to Interstate while taking the driver into custody.
